OCS Rail
Operation Clean Sweep Rail (OCS Rail) is a program under OCS Logistics tailored to railroad industry members. The program was developed to help rail transportation companies handle plastic resin properly to prevent resin loss. OCS Rail provides resources and frameworks for identifying areas of potential risk, implementing preventive measures, and fostering collaboration to end plastic resin loss in rail operations.

Eligibility
Companies eligible to join the OCS Rail membership category of OCS Logistics include Class I, Class II, or Class III railroads, or applicable holding companies that handle preproduction plastic resin in the U.S.
Companies are considered eligible if their primary business function meets the criteria for one or more of the categories above. If unsure whether your company qualifies for OCS Rail, please reach out to info@opcleansweep.org.
Requirements
OCS Rail members commit to implementing the OCS Pledge at all resin-handling facilities, as well as the OCS Data Reporting Requirements at all resin-handling facilities.
OCS Pledge Requirements
- Commit to making zero plastic resin loss a priority.
- Assess your company’s situation and needs.
- Make necessary upgrades in facilities and equipment as appropriate.
- Improve your worksite set-up to prevent and address spills.
- Create and publish internal procedures to achieve zero resin loss goals.
- Provide employee training and accountability for spill prevention, containment, cleanup, and disposal.
- Raise employee awareness and create accountability by encouraging them to sign the Employee Commitment Pledge.
- Comply with all applicable state and local regulations governing pellet containment.
- Follow up and enforce procedures, including conducting routine inspections and looking for ways to continuously improve your program.
Data Reporting
OCS Rail members report the OCS Core Metrics to the OCS program on an ongoing basis. The OCS Core Metrics consist of the number of any unrecovered releases of plastic pellets, flakes, powders*, or granules, within the physical custody** of a member company, from containment to ground or water outside member-operated facilities and estimated to be greater than 0.5 liters or 0.5 kilograms per incident.
Data reporting utilizes quarterly reporting frequency with a month long reporting period after the quarter for members to submit their data.

** “Physical custody” is defined as holding the plastic resin under physical (visible) possession.
Annual Membership Dues
Annual membership dues for OCS Rail differ by rail company class with a discounted rate available for companies that are members of Plastics Industry Association. This discounted rate is also available for Class II and Class III rail companies that are members of the American Short Line & Regional Railroad Association in addition to a discount for holding companies that own multiple railroads.
